Father Who Failed To Pay Child Support Sentenced

Kevin J. O'Connor, United States Attorney for the District of Connecticut, announced that Norman J. Allard, age 51, of Pompano Beach, Florida, and formerly a resident of New Britain, Connecticut, was sentenced today by United States District Judge Christopher F. Droney in Hartford to two years of probation for failing to pay a legal child support obligation. Judge Droney ordered Allard to under go drug, alcohol and mental health counseling during his term of probation. Allard pleaded guilty to the offense on July 18, 2006.

According to documents filed with the Court and statements made in court, Allard failed to pay a child support obligation ordered by the State of Connecticut, Judicial District of Waterbury, on June 25, 1990, with respect to his three then minor children, who did then and do now reside in the State of Connecticut. Allard had made sporadic payments toward his support obligation since 1990. The payments made were the result of wage garnishments from Allard's paycheck, which occurred when the State of Connecticut was able to locate Allard and determine his place of employment. However, from May 27, 2003, through approximately June 20, 2005, Allard resided outside of the State of Connecticut and has failed to pay his past due child support obligation voluntarily or through wage garnishments.

As a condition of his plea agreement with the Government, Allard has paid the agreed upon restitution amount of $92,000. The restitution amount represents the present day value of the outstanding debt Allard owes.
